Update ClickPipe scaling

Change scaling settings for the specified ClickPipe. This endpoint supports Kafka, Kinesis, and object storage pipes (S3, GCS, Azure Blob).

Note: For database ClickPipes (PostgreSQL, MySQL, MongoDB, BigQuery), use the Update CDC ClickPipes scaling endpoint instead.
